Russian attacks in Kharkiv on Jan. 23 killed four people, regional Governor Oleh Syniehubov said. According to preliminary information, Syniehubov said Russia used Kh-22 missiles to carry out the attack.Kharkiv Mayor Ihor Terekhov said on national television that parts of the city were without water, electricity, or heat as a result of the attack.The Interfax news agency reported that the attack caused significant destruction in the Kyivsky and Saltivsky districts of the city. An entire section of a multistorey residential building was destroyed, trapping an unknown number of people there, Kharkiv Mayor Ihor Terekhov said. However, Russian state media said the “location of foreign mercenaries was damaged as a result of the strikes.
