Russian President Vladimir Putin said that Russia does not need to use nuclear weapons to secure a victory in Ukraine. Putin made the statement at the St Petersburg International Economic Forum on June 7. Sergei Karaganov, an influential Russian analyst, has asked Putin if Russia should hold a “nuclear pistol to the temple” of the West over Ukraine. Karaganov is a hawkish Russian foreign policy expert who had called for a pre-emptive nuclear strike in 2023.
