The Kremlin said that President Vladimir Putin’s proposed changes to Russia’s nuclear doctrine were a signal to the West as it mulls allowing Ukrainian long-range strikes into Russia. Putin on September 25 announced plans to broaden Russia’s rules on the use of its nuclear weaponry. The proposal would allow a Russian nuclear response in the event of a “massive” air attack. Russia would also view any attack by a non-nuclear country that receives support from a nuclear power as a joint attack by both nations, President Putin said.
